- Ruff-Spots Animal Welfare Foundation, Inc. was founded in July 2003 to help animal shelters and rescue organizations in Newfoundland and Labrador spay and neuter adoptable animals. By having these shelter animals "fixed", we hope to improve both their chances of being adopted and their quality of life. Ruff-Spots is a Canadian Registered Charitable Foundation.
